What I did with my netbook was to install MZ Tweaker.

Use the one click tweaks only - unless you have created a system restore point first.
On the Internet Explorer tweaks section you can tick ';optimize buffer sizes';
Also consider DAP. It will speed up downloads - a lot.

There's really nothing you can add to a netbook.
If it has Ethernet, and you are using it, then improving your Internet service will be the most realistic approach.
If you are using wireless, than, you shouldn't really get slowed speeds.
A faster connection is gained by, upgrading your existing service to a faster one.
It's hard to say with the details provided. I don't know your situation, so I'm very limited to a solution for you.
You can upgrade RAM on most newer netbooks and you do it just the same way as on a laptop.
To speed up your Internet, run Auslogics Internet Optimizer (part of BoostSpeed) to optimize your connection and browser settings for your hardware.
Get a N-Wireless card for your netbook and get a N-Wireless router
