Which is the best Internet connection for startup web hosting company?

Me and 2 of my friends are going to buy a xeon server and start a web hosting company on partnership basis. We will not buy lower configuration than that cause we will need such configuration in long run. We stay in Guwahati. But the problem is with internet connection speed :S. Very slow for serving multiple users and too costly. We are not expecting to take a leased connection till we start producing good revenue so that we can invest on leased. Any ideas on how to survive till then with maximal profit? Also in leased connection if speed is 2mbps means we can use it in any way .. like entire 2 mbps for upload or download or whatever etc? [I only see loss in web hosting :P]
